I think to access the changing relationship of the lower unit off the pump.

1. Remove and isolate the spark plug leads from spark plugs.
2. Shift outboard into forward propulsion.
3. Tilt the full outboard position.
4. Remove retaining the displacement of the shaft.
5. Remove the valve actuator.
6. 3 bolts to remove.

Look under the front of the engine. You see the link to each other. Remove the cotter pin and slide the bar out.
