Sounds good, I would not change anything!
I do not think that "His Excellency" is adequate. It is really an exaggeration. They should not allow that "I would like to express my congratulations.
I agree with the Rising Star of Excellence "you". is at the beginning and like kisses ***. As it would be easier with something a little bit.
